When about 99 percent of polling station results were counted, Kurti's party had received 49.4 percent of the vote, Bloomberg reports.
The snap parliamentary election was called after Kurti's party failed to form a government following the February election, receiving around 42 percent of the vote.
The stalemate was the first of its kind since Kosovo declared independence from Serbia in 2008. As a result, no budget has been approved for next year, raising concerns about the country's already strained economy.
