Ten people were murdered in the school shooting at Campus Risbergska in February. A new investigation finds that the municipality handled the event in a largely good way. However, it points out several areas for improvement – including the staff alarm.

The report, prepared by an external consulting firm, highlights a few factors that were successful for Örebro municipality. Among them are clear communication and leadership, flexibility, and employees who showed great humanity.

It's great. It's easy to get very bureaucratic focus in such processes. I think it reflects our organisational culture well, says Nima Poushin, director of the upper secondary school and employment office, to TT.

The report also points out areas for improvement. The investigation recommends that the municipality establish contacts with people in external authorities, in order to seek help and support.

Practice more

Municipal director Peter Larsson believes that the municipality was prepared, but could have done more.

We could have practiced even more for such crisis situations. We could have also had a better plan for how to open operations again after such a situation, he says.

The report points out, among other things, that there were rumors - which, according to the police's investigation, later turned out not to be true - that the attack was aimed at those responsible for economic assistance. The affected staff therefore had security guards. However, the staff shared offices with another department that had not been informed but had previously been told that there was no reason to be alarmed. This created "great uncertainty among the staff".

Nima Poushin shares that criticism.

I want to be careful that the criticism is directed at me and not the individual operation. For the operation has the authority to take such measures on a daily basis, he says.

Personnel alarm in focus

Furthermore, a personnel alarm was issued for seven different school districts with different instructions, four said "accommodation" and three said "evacuation". This was based on what staff on site had reported to the security app with alarm function, which has been investigated separately.

The situation was complicated and it cannot be said categorically whether one or the other was right, says Poushin, who believes that it may be worth considering avoiding direct instructions altogether.

The report has been sent to other municipalities and regions and the consulting firm encourages others to draw lessons.

The Mass Shooting at Campus Risbergska

Ten people were killed and six were injured when 35-year-old Rickard Andersson opened fire inside Campus Risbergska in Örebro on February 4, 2025. Shortly after the police arrived at the school, Andersson took his own life. In May, the police presented their conclusions from the investigation. According to the report, the perpetrator's motive was to find a reason in a frustration after long-term setbacks regarding livelihood, which led him to want to take his own life. How long Andersson had planned the attack at Campus Risbergska, where he had studied for a period, has not been clarified. According to the police, there is nothing that suggests that Rickard Andersson acted from "radical views". The investigation has also shown that he was under the influence of drugs when the mass shooting took place.
