The initiative is aimed at families who come on the social services' radar in various ways and seeks to identify deficiencies in parental care and to build a supportive environment around the children, writes Svenska Dagbladet.
"No one believes that a six-year-old is a criminal, but you can identify warning signs, and we need to have something to do when we see that the risk factors are there," says Stockholm's social and security councilor Alexander Ojanne (S) to the newspaper.
The project will cover approximately 90 families over a three-year period. The cost is estimated at 55 million kronor, which works out to around 600,000 kronor per family.
