The bilateral document on security guarantees is almost ready to be finalized "at the highest level with the US president," Ukrainian President Volodymyr Zelenskyy writes on X, citing Ukraine's chief negotiator Rustem Umyrov.
"We understand that the American side will cooperate with Russia, and we expect feedback on whether the aggressor is really willing to end the war," Zelenskyy writes.
But the plans for foreign peacekeeping forces in Ukraine are "dangerous and destructive," said Maria Zakharova, a spokeswoman for the Foreign Ministry in Moscow.
"All such units and facilities will be considered legitimate military targets for the Russian armed forces. These warnings have been issued repeatedly at the highest level and remain in effect," she said in a statement, according to AFP.
Zakharova labeled Ukraine and its allies in Europe as the "Axis Powers of the War."
The announcement from Russia is the first since France and Britain agreed this week to deploy international forces in Ukraine - if and when the country reaches a peace agreement with invading Russia.
Both countries are reported to have committed to sending soldiers to Ukraine and to building military hubs in the country.
The US has reportedly promised to monitor a possible ceasefire between Russia and Ukraine.
