The inspection was carried out in November last year after reports that the dolphins might have health problems linked to water quality.
"At this point, I cannot go into what the deficiencies are. But we received a complaint from the public and considered that there were reasons to carry out an inspection," Kristoffer Hellberg, department head at the county administrative board, told SVT.
The zoo now has the opportunity to address the shortcomings.
In a written comment to the channel, Kolmården said it welcomed the inspection and took the comments "very seriously."
