Kinberg Batra's Crisis

County Governor Anna Kinberg Batra receives severe criticism from the Parliamentary Ombudsman (JO) for three disputed recruitments. Her actions testify to "nonchalance and a lack of respect" for the regulations in place to maintain trust in the public sector, according to the JO. This is what has happened.

February 2023

Anna Kinberg Batra, former Member of Parliament and party leader for The Moderate Party, is appointed as the Governor of Stockholm.

"Anna's experiences from politics and business will be an asset for the inhabitants of Stockholm County", says Minister for Civil Affairs Erik Slottner (KD).

March 2023

Kinberg Batra takes office. She assesses that the county administration's organization does not meet the needs, among other things, regarding support and leadership. She initiates a change process that is to be implemented as quickly as possible.

May 2023

The county management decides to recruit a planning manager. The position is advertised only by posting a notice on a paper in the reception.

Anna Kinberg Batra has, according to the Chancellor of Justice's investigation, early on clarified that she has a person in mind for the position. They know each other, and the Governor is the godmother of one of the person's children. In the Chancellor of Justice's investigation, officials have stated that the perception was that the employment "would just be solved".

The person, who is informed about the advertisement through a manager at the county administration, is the only applicant. Two days after the application deadline, Anna Kinberg Batra makes the decision to employ.

Autumn 2023

The Governor informs that she has spoken with a person she wants to hire as an organizational developer. They know each other, and in the early 2000s, Anna Kinberg Batra helped the person with a book project.

No formal application from the person is submitted, and no interview is conducted. The position is never advertised. However, the county administration considers that a specific requirement profile is fulfilled, and the person is employed on a temporary contract in February 2024.

According to the Chancellor of Justice's investigation, it is obvious that Kinberg Batra had a "decisive influence" over the matter, and that the officials employed the person on her instruction.

December 2023

The Governor decides on the establishment of the department for preparedness issues. Over 70 people apply for the management position, which is advertised.

The county director and HR manager assess two candidates as the most suitable, but Anna Kinberg Batra has another favorite. The person does not meet the requirement profile, and the Governor is strongly advised against proceeding with the candidate. Anna Kinberg Batra employs the person.

Spring 2024

Aftonbladet and TV4 News reveal how the three employments were handled. The Chancellor of Justice initiates an investigation.

September 2024

The Chancellor of Justice Per Lennerbrant's investigation is presented. He directs harsh criticism towards Kinberg Batra's actions in all three procedures. In none of the employments were the requirements of objectivity in the Constitution followed, and in the case of the planning manager, she was also biased, according to the Chancellor of Justice.
