Now the city has woken up again, says restaurant manager Mohammad Tawab Farooqi during Tuesday's celebration, as he glances at his phone.
The authorities began a few weeks ago to restrict access to high-speed networks to prevent "immorality", on the orders of the Taliban movement's reclusive leader Hibatullah Akhundzada.
On Monday, a sharper interruption occurred, where only about one percent of the country's regular internet traffic is reported to have remained.
The Taliban regime has not yet officially commented on the shutdown of telecommunications.
