The country has long banned large parts of its arms exports, but the government believes that the bans now need to be relaxed to stimulate the domestic defense industry.
Some sales have been permitted for a period - for example, equipment for mine clearance and surveillance - but the new guidelines broaden the scope of exports. For example, fighter jets, missiles and warships are now considered eligible for export, according to the AP.
Opponents have argued, among other things, that the change violates Japan's constitution and that it risks increasing global tensions.
