The proposal was submitted to Hamas on Monday via Egyptian mediators. Hamas stated already then that the proposal "crosses a red line" since it included a condition about disarming the Palestinian group.
The plan does not guarantee a permanent end to the fighting or a withdrawal of Israeli forces from Gaza, according to a Hamas representative who spoke to the BBC.
According to the proposal, Hamas would release half of the remaining living hostages in Gaza.
That an agreement leads to an end to the fighting is considered crucial for Hamas.
In parallel, the movement's armed branch states that they have "lost contact" with the Hamas group holding the Israeli-American hostage Edan Alexander. This allegedly occurred after an air strike against the location where the group is situated, reports AFP.
"We are still trying to reach them," writes Abu Obeida, spokesperson for the al-Qassam brigades, on Telegram.
The Gaza war broke out on October 7, 2023, after a Hamas terrorist attack on southern Israel. The ceasefire that came into effect on January 19 this year was broken by Israel on March 18.
