Today there is a clear imbalance. Responsible landowners who practice sustainable forestry risk having logging on their land stopped completely without compensation, says Minister of Climate and Environment Romina Pourmokhtari (L) at a press conference.
According to the proposal, compensation would be paid if ongoing land use is “significantly hindered”. The compensation would equal 125 percent of the reduction in property value caused by the restriction. The Swedish Forest Agency is tasked with reaching agreements with landowners.
Pourmokhtari emphasizes that the number of appeals against logging decisions creates uncertainty among owners.
When every decision risks leading to lengthy processes, increased costs and, in the worst case, weakened user rights, the incentives to care for, protect and manage forests and land are also weakened, she says.
The compensation is budgeted at SEK 100 million per year starting in 2027.
The proposal will be submitted for consultation and a bill is planned for the spring.
