There, staff can confiscate mobile phones and lock the doors to the rooms for the inmates, which she believes prevents communication with gang criminals on the outside, and has thwarted many escape attempts.
These are powers that are lacking in today's HVB-homes, where some young people are placed due to a lack of space at Sis-homes. Now the government wants to speed up the development where some HVB-homes are converted to Sis-homes.
It is very clear that the situation is so serious that we need to be able to convert the first HVB-homes to Sis-homes as soon as possible, says Camilla Waltersson Grönvall.
The announcement about the accelerated process came after reports that a boy who had escaped from an HVB-home was arrested for triple murder in Uppsala. However, the boy was released and is no longer a suspect.
