France agrees to extradite former ETA leader Josu Ternera

Spain has repeatedly requested Ternera's extradition since his arrest in 2019; he had fled Spain in 2002.

Ternera, whose real name is José Antonio Urrutikoetxea, was, according to Spanish authorities, a high-ranking member of the Basque separatist group ETA and is suspected, among other charges, of involvement in the 1987 bombing of the Guardia Civil barracks in Zaragoza. Eleven people, including six children, were killed in the attack.

Now 75-year-old Ternera will be extradited after a verdict in another case, which is expected in July.

ETA announced in a letter in 2018 that the group had been dissolved. More than 850 people were killed in ETA's attacks in pursuit of an independent Basque country in northern Spain and southwestern France. Spain and France, as well as the EU, have designated ETA as a terrorist organization.
