The 28-point peace plan first presented by the United States has been criticized for more or less implying a Ukrainian capitulation.
After continued talks, with Ukrainian input, a revised proposal with 19 points is now on the table. It is described as somewhat less favorable to Russia.
The 19 points are significantly better than the 28 points. Now Ukraine has participated in the negotiations and expressed its red lines, says Malmer Stenergard at a press conference after the EU's informal foreign ministers' meeting.
To put pressure on Russia, she highlights the need for continued economic sanctions.
"We want the EU to move forward with a 20th sanctions package. It must hit Russian energy revenues even harder," says Malmer Stenergard.
We can raise the costs of Putin's wars.
The EU is also working on a proposal for a special loan for Ukraine, financed by funds from frozen Russian assets.
We are pushing for this to move forward, and according to reports today, the Commission is ready to present the legal documents on this, says Malmer Stenergard.
