Ulf Kristersson (M) and other heads of state and government in the EU do not expect any progress at Friday's first serious summit discussion on the budget proposal for 2028-34.
It is primarily about giving the countries a chance to show what they think.
Sweden believes that the Commission's budget proposal of almost 20,000 billion kronor - 1.26 percent of the EU's total GNI - is too much.
We will not accept such an increase, says Kristersson, who nevertheless believes it is possible to reach an agreement already this year.
But it will require that all those who just want to increase the budget show a significant willingness to compromise in our direction, says the Prime Minister.
