In 2024, the police produced an intelligence report stating that 18 HVB homes had connections to criminal actors who engaged in violent crimes, among other offenses.

In the same year, Ivo launched a special operation that has so far covered more than 70 cases. 56 HVB homes and supported housing have been closed, the authority announced.

This includes cases where owners or representatives have been deemed unsuitable, for example, due to links to crime or financial mismanagement.

"It is unacceptable that we have unscrupulous and criminal actors in our welfare sector. I am determined that we will get rid of them," said Minister of Social Services Camilla Waltersson Grönvall (M) at a press conference.
