If Ukraine is to be prepared to give up parts of its occupied territory to Russia, guarantees are required first, the Elysée Palace in Paris writes in a statement.
"Before any settlement on disputed territorial issues can be reached, full transparency is needed on what security guarantees Europeans and Americans can provide to Ukrainians," the statement reads.
The summit on Monday brings together several world leaders.
In the evening, several European heads of state and government, as well as EU and NATO leaders, will join the talks, says German government spokesman Stefan Kornelius.
Earlier on Friday, a senior Ukrainian source announced that Zelenskyy plans to attend "if the security situation allows."
German Chancellor Fredrich Merz plans to receive Zelensky for economic talks and to discuss “the status of the peace negotiations in Ukraine,” according to the spokesman. World leaders will then gather.
US President Donald Trump has been invited, but whether he will participate has not yet been clarified.
