"I am happy to be here. I am grateful that we have such enormous support from the EU, the Council, the Commission and the leaders - real leaders," says Volodymyr Zelenskyy on his way into the meeting.
The main topics of today's talks are Ukraine's air defense and energy supply ahead of another winter of war.
The winter package is not only about the economy, but also about air defense and financial support, says Zelenskyy.
Ukraine support remains firm
Last week, Ukraine was allowed to open two more so-called negotiation clusters in the talks on future EU membership.
Now the goal is to open the last two clusters before the end of the year, says Commission President Ursula von der Leyen.
European Council President António Costa also says the EU's support is firm.
"The EU's support for Ukraine remains as strong as ever. This is not the time to withdraw support for Ukraine or reduce pressure on Russia," says Costa.
Ukraine has already run out of money, Danish Prime Minister Mette Frederiksen said on her way into Friday's meeting. This means that Ukraine is currently unable to buy or produce the equipment it needs, according to Frederiksen, who also says EU leaders are united in their support for Ukraine.
Denmark and Sweden are among the countries that want to use frozen Russian assets to finance more aid to Ukraine. However, this is not currently the case.
Prime Minister Ulf Kristersson has scheduled a bilateral meeting with Zelenskyy early this afternoon.
Criticism of Spain's migration policy
On Friday, the Middle East, Russian hybrid attacks and migration will also be up for discussion at the EU summit.
Frederiksen took the opportunity to highlight Denmark's tough stance on migration when she spoke to journalists.
One country is doing almost the exact opposite of what the rest of us are doing, she said.
The Danish criticism is directed at how the Spanish government has handled the large flow of migrants and asylum seekers who have entered the EU via the Spanish exclave of Ceuta in North Africa.
The first day of the EU summit, last Thursday, ended without a planned press conference after 14 hours of intensive meetings.
Much of the discussion revolved around the long-term budget for 2028–2034. A so-called negotiating box - a draft budget for negotiations - from the Irish government was rejected, among others, by Sweden. Sweden and several other countries want budget cuts to keep their EU contributions down.
The President of the European Council will now draw up a new negotiating box ahead of an extraordinary summit at the end of November.
The atmosphere at the meeting was considerably dampened by unexpectedly sharp exchanges between various EU leaders over whether the EU's emissions trading system should be adapted to high energy prices.
