New power outages are reported in Kharkiv in the east and in Zhytomyr in western Ukraine after last night's Russian attack, Ukrainian energy authorities say.
But the situation remains worst in the capital Kyiv, whose millions of residents are still suffering from widespread power outages after large-scale Russian attacks in recent weeks – which are apparently intended precisely to knock out electricity and heating, while temperatures are often below freezing.
The power grid in Kyiv is so shaky that it is not yet possible to switch to scheduled rolling outages that would at least provide some predictability, authorities say, according to the DPA news agency. On social media, residents say they are without electricity and heating for around 20 hours a day.
President Volodymyr Zelenskyy has declared a state of emergency in the energy sector because of the situation in Kyiv, The Kyiv Independent writes.
"The Russian attacks and deteriorating weather conditions have had serious consequences," Zelenskyy wrote in a post on Telegram.
