The teenagers in the review – a total of 76 children and young people between the ages of 13 and 19 – have lived in around 50 different homes around the country.
The majority (69) were placed in an HVB home and seven in a Sis home.
From their homes, the young people have either been recruited to commit violent acts or have outsourced their tasks to others, according to Acta Publica's review. This includes, for example, completed or planned shootings, explosions and arson.
In several of the cases, people have been killed or seriously injured.
According to Acta Publica, there are clear connections to ongoing gang conflicts, especially around the Foxtrot network.
