Proposal: Block Iran and China from procurement

Suppliers from countries that do not have free trade agreements with the EU should not be allowed to participate in public procurement in Sweden. This should allow hostile states – such as Iran, China and Russia – to be excluded.

Investigator Anneli Berglund Creutz proposes that the public procurement laws that apply in Sweden, from 2027 onwards, should not apply to suppliers from countries outside the EU without a free trade agreement with the EU.

Sweden has incorrectly implemented the EU's procurement directive into Swedish law and this therefore needs to be changed, says investigator Berglund Creutz.

This means that municipalities and authorities have the right to exclude actors from such countries.

Minister of Civil Affairs Erik Slottner (KD) points out that such a change in the law is important for Sweden's total defense.

Hostile states should not be able to infiltrate using public procurement, he says.

Russia, Iran and China are examples of states that can be considered antagonistic and that do not have free trade agreements with the EU.
