Barrack believes that Lebanon is doing too little to get the Shia militia to hand over their weapons to the authorities, but at the same time he understands that the government does not dare to take a hard line.
"Everyone is terrified of a civil war. The question is what can be done to prevent Hezbollah from using its robots," says Barrack.
He believes that the path to stability in the region is through talks with Israel.
We don't have time for this pace of diplomacy, you don't have time, says Barrack, addressing Lebanon.
Israel has repeatedly bombed targets in Lebanon, mainly in the southern parts but also in the capital Beirut despite a current ceasefire.
Israel also maintains several posts in southern Lebanon, in violation of the agreement.
