Cuba has "infiltrated the highest levels of the U.S. government, recruited and supported generations of American activists, and an unprecedented wave of left-wing terrorism on American soil," a report said.
The report is part of the heightened tensions between the United States and Cuba, although it has long been known that both countries have spied on each other.
President Donald Trump has repeatedly signaled that Cuba's government could be next to fall under American pressure, after Venezuela.
