After two women reported being raped by the same man within the home care services in Uppsala, major deficiencies in care were revealed in the municipality, writes Upsala Nya Tidning.
Now, the external investigation conducted by the consulting firm KPMG concludes that the deficiencies are "substantial" and have caused serious harm to those affected. The home care scandal may also have seriously affected the public's trust in the municipality and home care services, writes the report.
Among other things, the investigation notes that the two women had previously reported assaults, but these reports were missing from the elderly's journals because they were considered "too sensitive" to document.
The rapes became known in May 2024, but it was not until October of the same year that the care administration presented measures to ensure a safer elderly care, which the investigators consider too late.
"Our assessment is that there has been no active governance, follow-up, and control from the elderly board," writes KPMG in the report.
In UNT, several opposition politicians, including Jonas Segersam (KD), municipal councilor and vice chairman of the elderly board, are now demanding that those responsible resign.
