Russian drone pilots have for over a year regularly flown small drones over the city of Cherson and dropped hand grenades on civilians outdoors, according to a report. The UN concludes that the attacks constitute crimes against humanity and war crimes.

Civilian residents in their gardens or on sidewalks have been the target of Russian drone attacks. In other cases, among other things, ambulances and rescue services have been affected. The attacks have been documented on film, writes the UN committee according to The New York Times.

What can be perceived as random actions are, according to the report, in fact a deliberate pattern intended to create "a permanent terror climate" and force people to leave the city.

"These attacks were committed as part of a coordinated policy to drive civilians away from these territories, and constitute a crime against humanity in the form of forced displacement of the population", it says in the report.

The city has set up many kilometers of net roofs over its streets to block the drones.

The investigators have interviewed 226 people, including victims and people in the rescue service. More than 500 videos have been reviewed.

Russia has denied the allegations that the military is targeting civilians.
