Haiti may face total chaos, says Maria Isabel Salvador before the UN Security Council.
Fighting between rival armed gangs has increased in recent weeks. The various criminal groups are trying to take control of increasingly larger parts of mainly the capital Port-au-Prince. However, the violence has spread throughout the country, which is one of the poorest and most underdeveloped in the world.
In line with the gang violence continuing to spread to new areas of the country, the Haitians are experiencing a growing sense of vulnerability and increasing skepticism about the state's ability to meet their needs, says Salvador, who believes that international emergency aid is now required to stop the development.
Murder, rape, and kidnappings are everyday occurrences. In addition to the deteriorated security situation, Salvador also points to an increase in domestic violence and outbreaks of cholera.
A Kenyan-led peacekeeping mission with around 1,000 police officers has failed to restore order.
