The picture of the dolls was posted on social media by an activist group, but was later removed. According to the group, it was a art installation by a freelance artist.

Below the hanging dolls with the Star of David, there was a person dressed in a Palestinian scarf. In their arms, the person had a doll that resembled a baby. "A genocide is a genocide is a genocide" was written above and next to it stood two Palestinian flags.

The police then received reports from the public about incitement against an ethnic group. However, the prosecutor does not consider that the installation expresses this and discontinues the preliminary investigation.

"My understanding is that neither the message conveyed through the installation on site nor the photos spread on Instagram are intended to threaten or express contempt for Jews as an ethnic group," says senior prosecutor Irene Falk, who has been the preliminary investigation leader, in a press release.

Irene Falk writes further in her motivation that she interprets the message as "the creators mean that what is happening in the Gaza Strip is a genocide just as the Holocaust was. That one seems to compare the Holocaust to the conflict in the Gaza Strip does not, in my assessment, mean that one denies, excuses or obviously downplays the genocide of the Jews."
