1. The sovereignty of Ukraine shall be confirmed. We establish that Ukraine is a sovereign state, and all signatories to the agreement confirm this by their signatures.
2. This document constitutes a full and unconditional non-aggression pact between Russia and Ukraine. In order to support long-term peace, a monitoring function shall be established to monitor the line of contact through space-based unmanned surveillance, for the early detection of violations and for conflict resolution. Technical teams shall agree on the details.
3. Ukraine should be given strong security guarantees.
4. The Armed Forces of Ukraine shall consist of 800,000 men in peacetime.
5. The United States, NATO, and the European signatory states shall provide Ukraine with security guarantees reflecting Article 5.
6. Russia shall enshrine a policy of non-aggression towards Europe and Ukraine in all necessary laws and all required documents of ratification.
7. Ukraine shall become a member of the European Union within a specifically established period of time, and in the short term Ukraine shall be granted special access to the European market.
8. A powerful global development package for Ukraine, to be set out in a separate agreement on investment and future prosperity. This should cover a wide range of economic areas. (Under this point there are several sub-points that describe the efforts in detail)
9. Several funds will be established to address the recovery of Ukraine's economy, the reconstruction of war-torn areas and regions, and humanitarian issues. (The investments are described in more detail in the sub-sections.)
10. After the conclusion of this agreement, Ukraine shall accelerate the process of concluding a free trade agreement with the United States.
11. Ukraine confirms that it will remain a nuclear-weapon-free state in accordance with the Treaty on the Non-Proliferation of Nuclear Weapons.
12. The Zaporizhia nuclear power plant will be operated jointly by three countries: Ukraine, the United States and Russia.
13. Both countries commit to implementing educational programs in schools and in society that promote understanding and tolerance of different cultures and eliminate racism and prejudice. Ukraine shall implement European Union rules on religious tolerance and the protection of minority languages.
14. In the regions of Donetsk, Luhansk, Zaporizhia and Kherson, the deployment of troops, as agreed upon at the time of this agreement, shall constitute the border. (Several sub-points describe how troops will be moved and which areas Russia is expected to leave).
15. Having reached an agreement on future territorial arrangements, both Russia and Ukraine commit not to change these agreements by force.
16. Russia shall not prevent Ukraine from using the Dnieper River and the Black Sea for commercial purposes.
17. A humanitarian committee shall be established to resolve outstanding issues concerning prisoners of war, hostages - including children - and political prisoners.
18. Ukraine must hold elections as soon as possible after the agreement is signed.
19. This agreement is legally binding. Its implementation will be monitored and guaranteed by a peace council headed by President Trump. Ukraine, Europe, NATO, Russia and the United States will be members of the council. Sanctions will be applied in case of violations.
20. Once all parties have approved this agreement, a complete ceasefire shall enter into force immediately.
