Among other things, Russia is planning to spread the narrative that "Ukraine has been betrayed" by the West and the USA, according to the Ukrainian data. Russia is also alleged to want to spread the image of President Volodymyr Zelensky's legitimacy being questioned and that Ukrainian officials are corrupt and "stealing American aid”.
The Kremlin may also use the recent talks between the USA and Russia in Saudi Arabia to try to portray governments in Europe that support Ukraine as "enemies of peace", according to the Ukrainian data.
