Trump says at the White House that he will "sign a presidential decree ordering the defense and security departments to begin preparing the facility for 30,000 migrants in Guantánamo Bay".

Trump made the announcement just before he signed a law that means people who are illegally in the US and are accused of theft or violent crime must be detained and potentially deported even before a verdict has been reached. It is the first law that Trump signs for this term.
The US has had a naval base and a military prison in Cuba, near the city of Guantánamo on the south coast, since 1903.
Hundreds of people have been imprisoned there during the US war on terrorism, many of them without charge or opportunity to legally influence their detention. Allegations of torture and illegal interrogation methods have been directed at the US over the years.
