The airport crisis, with several hours of waiting time for passengers, is a consequence of the Department of Homeland Security (DHS) having been partially shut down for a month - as Democrats and Republicans have been unable to agree on the immigration enforcement agency ICE.
Among other things, Democrats have demanded that ICE personnel not wear masks during efforts to approve the DHS budget.
However, ICE, which falls under DHS, is not affected by the shutdown.
