This will be the largest deregulation decision in US history, said White House press secretary Karoline Leavitt.
The ruling, from 2009, states that six greenhouse gases, including carbon dioxide and methane, pose a danger to public health by driving climate change.
It initially applied only to vehicle emissions but has since been extended to other regulatory areas. The ruling, now being scrapped, is expected to lead to the elimination of federal regulations for several sources of emissions.
President Donald Trump's administration justifies the decision by saying that greenhouse gas emissions should not be considered pollution in the traditional sense.
