Turkish authorities see the environmental protection vessels as military support, while Sweden considers the vessels to be civilian.
The plan is for the ships to transit the Bosphorus to the Black Sea, but Turkey cites the Montreux Convention and considers the ships military support. Turkey is thus preventing them from transiting the Bosphorus.
