Swedish-donated ships have not yet arrived in Ukraine

Turkish authorities see the environmental protection vessels as military support, while Sweden considers the vessels to be civilian.

The plan is for the ships to transit the Bosphorus to the Black Sea, but Turkey cites the Montreux Convention and considers the ships military support. Turkey is thus preventing them from transiting the Bosphorus.

Of course we shouldn't exaggerate, but it is clear that it is important that we get all the support for Ukraine that Sweden is providing, Carl-Oskar Bohlin (M), Minister for Civil Defence, said on the radio.
