Swedish Transport Infrastructure Plan: Key Projects and Cancellations

The Swedish Transport Administration's proposal regarding the transport infrastructure contains nearly 1 200 billion kronor. Here are some of the points that are included – and the projects that are being scrapped.

The money:

A total of 1,171 billion kronor is included in the Swedish Transport Administration's proposal, of which 564 billion kronor will go to maintenance and 607 billion kronor will go to development.

Goals:

The Swedish Transport Administration has made assessments for when the maintenance debt for the road and rail networks will be completely addressed.

For the road network, the target year is 2037, while for the railway it is 2050.

Major projects in the plan:

Among other things, the new signaling system ERTMS is being accelerated on the railways. According to the proposal, it will be introduced on high-traffic routes by 2042 - however, the Stockholm area is exempt from this goal for the time being.

Previously decided railway projects that continue are, for example, the Ostlänken between Stockholm and Linköping, the sections Göteborg–Borås, Lund–Hässleholm and the Norrbotniabanan between Umeå and Luleå.

On the road side, various projects on the E4 continue, for example the Stockholm bypass and the Skellefteå bypass, as well as work on the E22 past Söderköping.

On the maritime side, for example, replacements and upgrades of the locks in Trollhättan and Södertälje are included.

New priorities:

The Swedish Transport Administration has changed the way it prioritizes projects, which means that about ten projects are being scrapped or redone due to poor profitability. This will free up 20 billion kronor for the benefit of 27 new projects that are considered to provide greater social benefits.

Projects that are being scrapped or redone:

The Swedish Transport Administration wants to "re-take" the expansion of the double track between Gävle and Kringlan, as well as the section Maria–Helsingborg. Both projects are currently considered to be too expensive.

Nine measures are being completely scrapped for the time being: the double tracks between Kubikenborg and Dingersjö south of Sundsvall and between Räppe and Växjö are being removed. In addition, the plans for Räppe station are being scrapped. The planned fencing systems on the Malmbanan between Boden and Gällivare are also being removed.

On the road side, among other things, the reconstruction into a 2+1 road on the E18 Töcksfors–Bäckevarv, meeting separation on the E45 Säffle–Hammar, on the E10 Kauppinen–Kiruna and on the E22 Gladhammar–Verkebäck, as well as the on-sea protection for the Essingeleden bridge piers, are being removed.

Instead, 27 new projects are being proposed in the plan, including:

Noise measures at Lommabanan Söderåsbanan, a new icebreaker, capacity enhancement at the Häggvik–Rotebro interchange, a level crossing in Knivsta and measures at Tomteboda station in Stockholm.
