The Act on Support and Service for Certain Disabled Persons (LSS) aims to ensure that people with extensive disabilities have good living conditions.
But a review by the Swedish National Audit Office found that parts of the law need to be clarified, as municipalities interpret and apply LSS differently.
"This means that access to support is partly governed by where people live," said Auditor General Christina Gellerbrant Hagberg in a press release.
Ineffective support can both have major consequences for those affected and contribute to increased costs in other sectors of society, according to the Swedish National Audit Office.
The audit office recommends the government take the initiative to adjust and clarify the legislation.
