Swedish Legislative Council: Proposal for rent-to-own housing is not enough

The government's proposal on rent-to-own housing is being criticised by the Swedish Legislative Council. The council says it entails "significant risks" for the rent-to-own buyer.

Minister of Infrastructure and Housing Andreas Carlson (KD)'s aim with the proposal is to give young people and others who are looking for housing but cannot afford a cash deposit the opportunity to rent-to-buy a home, property or land lease. The rent-buyer initially rents with an option to buy later.

The Council believes that the proposal could make it easier to find housing, but the risks are significant and consumer protection is weak. People will sign rental agreements without understanding the risks.

"This is especially true, as the idea is that this type of agreement is primarily aimed at people who have few other opportunities to enter the housing market," writes the Law Council.
