The Government wants to intensify the work against benefit fraud abroad. An inquiry will investigate whether airport controls and passport signalling should be introduced to detect incorrect payments to individuals who have left Sweden.

We know that staying or settling abroad constitutes a special risk, says Social Insurance Minister Anna Tenje (M) at a press conference.

Airport controls are used, for example, in Denmark, where passengers are checked upon arrival to see if they have incorrectly received benefits during their time abroad.

Passport notification exists in the Netherlands and involves the possibility of rejecting an application for a new passport for those who have unpaid student debts or debts to the welfare system.

The government also wants to investigate whether the Social Insurance Agency and the Pensions Agency should be allowed to use biometric data, such as fingerprints and similar.

Most benefits in social insurance require that you reside and stay in Sweden.

It costs taxpayers large sums every year when people leave Sweden for an extended period without reporting it, and thus continue to receive residence-based benefits, such as child allowance, housing allowance, and guaranteed pension, says Tenje.

The investigator will be Stefan Strömberg, former chief judge, and he is to report back on the assignment in April next year.
