The lottery business has been under scrutiny since Dagens Nyheter revealed last autumn that the Social Democrats' lotteries were sold using aggressive sales methods from a call center in Barcelona, likely without the individuals who bought them – often elderly – understanding the terms of purchase. Since then, telephone sales have been stopped.
The government is also proposing that party-political lotteries will no longer be exempt from the special conditions in the gaming regulations that apply to other non-profit lotteries – which means they will no longer be exempt from gaming tax, credit ban, or requirements for bonus limits.
"It is reasonable that those who contribute to a political party also receive clear information about it. Since political parties regulate the gaming market, it is also not suitable for them to have different terms of leniency when they operate gaming activities", says Minister for Financial Markets Niklas Wykman (The Moderate Party) in a press release.
The law changes are proposed to come into effect on January 1 next year.
