Sweden and Estonia have now signed the agreement that makes it possible to place up to 600 convicted criminals in Estonian prison.

The agreement was signed in Stockholm by Minister of Justice Gunnar Strömmer (The Moderate Party) and his Estonian counterpart Liisa-Ly Pakosta.

The purpose of renting prison spaces abroad is to counteract the shortage of space in Swedish prisons.

Before the agreement can be put into practice, it must be approved by the parliaments of both countries. In Sweden, a parliamentary decision with a three-quarters majority is required.

The goal is for the first inmates to be able to be in place in Estonia during the summer of 2026.
