A study by the Kiel Institute for the World Economy shows that primarily American consumers will have to pay for the United States' increased import tariffs.

“Tariffs do not function as a tax on foreign producers, but as a consumption tax on Americans,” the report states.

The study looked at price changes after the U.S. imposed high tariffs on Brazil and India. According to the study, exporting companies in those countries accounted for only 4 percent of the increased costs, while U.S. importers and ultimately U.S. consumers paid 96 percent of the increased costs.
