These are the municipalities that raise taxes next year

Three rural municipalities plus Stockholm will increase the municipal tax next year. The difference between the highest and lowest municipal tax burden is now over six kronor per hundred, according to new figures from SCB.

The largest tax increase occurs in Övertorneå (+75 öre) followed by Laxå (+52 öre) and Vilhelmina (+25 öre).

According to Annika Wallenskog, chief economist at SKR, the trend over time is better economy in the municipalities and fewer tax increases. However, some municipalities have it tougher economically than others.

Population

Some municipalities have a weak basic economy and may also have had a population decline over several years, or at least no increase in population. Then, tax increases can be a way to get the economy together, she says.

A municipality that is not affected by declining population figures, but still raises taxes, is Stockholm (+24 öre).

Stockholm has very high investment levels. And it's clear that this is a way to get the money to cover all the investments they have, says Wallenskog.

For 13 municipalities, the tax will instead be reduced. Vara municipality reduces the tax the most, by 60 öre. Then come Ale and Lidingö with reductions of 50 öre each. Interesting and important to keep in mind, Wallenskog notes.

This shows that municipalities actually adjust the tax rate downwards when they get better conditions, she says.

Stand out

The total municipal tax rate is the sum of the municipal tax and the regional tax. Two regions – Dalarna and Värmland – raise the regional tax in 2025, but in other regions, it remains unchanged.

The highest total tax rate is found in Degerfors, where it amounts to 35.3 percent. This can be compared to the national average of 32.41 percent.

The municipality that stands out by having the country's lowest total tax rate for seven years in a row is, according to SCB's figures, Österåker. In 2025, it amounts to 28.98 percent.

The difference between the municipality with the highest and lowest total municipal tax rate is thus 6 kronor and 32 öre per hundred. Something that would likely change if the proposals submitted by the so-called "Equalization Committee" to the government last summer become a reality. The proposals aim to create more equal economic conditions for municipalities and regions in the country.

If the proposals are implemented, it would mean better conditions for many municipalities with high tax rates, says Annika Wallenskog.
