Anyone who commits an act against nature will be punished with five to ten years in prison, he said when the government presented the bill in parliament.
Today, the penalty for homosexuality is one to five years in prison.
The proposal applies to both same-sex relationships and sexual abuse of children. In the latter case, the maximum penalty will be applied.
The police have recently made several high-profile arrests, including two celebrities and a well-known journalist accused of violating laws targeting LGBTQI people.
The move is condemned by human rights groups, while religious groups have demonstrated for harsher punishment.
It is unclear when parliament will vote on the bill.
