The House voted 217-214 earlier Tuesday in favor of the budget package, the same deal the Senate approved on Friday.
President Trump signing the package was seen as mostly a formality.
Parts of the U.S. government shut down on Saturday after the budget package, intended to keep the federal government open, failed to pass by the deadline. The Senate had passed it, but the House was unable to vote until this week.
The budget package guarantees funding for government spending through September, except for the Department of Homeland Security (DHS). The DHS budget was cut from the package in a deal that threatened to derail the entire budget.
Democrats have demanded changes to Immigration and Customs Enforcement (ICE) in order to pass the budget, but are choosing to temporarily extend the department's funding - which includes ICE - to allow continued negotiations. Congress now has ten days to agree on a budget for DHS.
Last fall, the government was shut down for over 40 days after Democrats and Republicans failed to agree on the federal budget.
