He who works carefully and systematically to kill the party he is negotiating with, intends to thwart the negotiations, says the emir in a speech.
Negotiations for them are just a part of the war.
The emir also says that he believes Israel's Prime Minister Benjamin Netanyahu dreams of turning the Arab region into an "Israeli sphere of interest".
This is a dangerous illusion.
The summit takes place after Israel's attack last Tuesday against a building complex in Doha. Five Hamas members and one Qatari were killed.
The attack has caused irritation in Washington, where President Donald Trump urges Israel to exercise caution. Netanyahu defends the attack and says that the killing of Hamas leaders will force an end to the war against the terror-stamped group.
The US State Department announces at the same time that Foreign Minister Marco Rubio, who met Netanyahu in Israel on Monday, will travel to Qatar on Tuesday.
The summit will be attended by, among others, Saudi Arabia's Crown Prince Mohammed bin Salman, Turkish President Recep Tayyip Erdogan, Egyptian President Abd al-Fattah al-Sisi and Syria's interim president Ahmed al-Sharaa.
Qatar has acted as a mediator between Israel and Hamas and hosted several rounds of negotiations between the parties.
