The agency proposes that the state purchase five mobile mills for the northernmost counties. They should be deployable to where they are most needed in times of crisis or war and able to produce flour for bread, porridge or pasta.
"Sweden is now building grain storage facilities in the northernmost counties. This also requires solutions for how the grain will become flour - in a region that currently lacks mills," says Serina Ahlgren, project manager at the Swedish National Food Administration, in a press release.
The mobile mills are to be operated by authorities and not used in peacetime. The proposal estimates the cost at 90 million kronor over three years.
