Several of these HVB homes are still operating, according to Alexander Ojanne (S), social and security councillor for the city of Stockholm.
"It's frustrating, especially considering that national policy made it incredibly clear that these homes would close," he says.
In July 2024, the police produced an intelligence report stating that 18 HVB homes had connections to criminal actors involved in violent crimes and weapons, among other things.
Since then, the City of Stockholm has sought access to the list so that children and young people are not placed in these homes.
However, the police rejected the request, citing confidentiality, and the Court of Appeal followed suit. The turnaround came about a month ago when the City of Stockholm was given the information.
