The arrest is the result of long-term and in-depth cooperation between Swedish and Tunisian police, Niclas Andersson, head of the investigation unit at Noa, tells TT.

Mohdhi was arrested this weekend, shortly after a visit to Tunisia by the government and Swedish police. Minister of Justice Gunnar Strömmer (M) was one of those who participated in the visit at the end of April and met with Tunisian Minister of the Interior Khaled Nouri in the capital Tunis.

"We have had close cooperation with Tunisian police. We have met with the highest police leadership there and the Minister of Justice met with his counterpart there, which I believe influenced their willingness to act against Swedish actors," says Niclas Andersson.

“Central role”

Mohamed Mohdhi, a former rapper known by the nickname "Moewgli", has been detained in absentia for a long series of serious violent and drug crimes. He is suspected, among other things, of involvement in the murder of a 15-year-old boy who was shot dead at a sushi restaurant in Skogås in 2023.

Mohdhi has also been identified as a high priority for arrest within the Swedish-led Europol operation Grimm, which aims to address the phenomenon of “violence as a service.” This spring, he was placed on Europol’s “most wanted” list.

The 28-year-old, who comes from Upplands-Bro, is considered to have gained an increasingly prominent position within the Foxtrot network in recent years and has been identified as "second in command" behind leader Rawa Majid, according to SVT sources.

"He has had a central role in the Foxtrot network. He has instigated a number of large and serious violent crimes. He is an important player in the network's ability to engage in crime," says Andersson.

However, it is uncertain whether he will be extradited to Sweden.

"He is a Tunisian citizen and, generally speaking, you don't extradite your own citizens. But there are exceptions. Nothing is impossible, but right now the assessment is that he will be prosecuted for crimes in Tunisia. We will assist the Tunisian police with information and other things that will facilitate their work," says Andersson.

Foxtrot weakened

Mohamed Mohdhi is the latest in a series of high-ranking Foxtrot figures to be arrested. Niclas Andersson believes that the network is being weakened by the disappearance of the leading players from the playing field.

"A number of people who have had a central role have been arrested, which has had an effect. But we don't want to say that the network is gone or anything like that."
