Those who can be covered by the proposal may be refugees, or young people who received permanent residence permits due to the so-called upper secondary school law that was passed during the Social Democratic-led government's time.
The investigator assesses, according to Ekot's information, that the amendment is consistent with the Instrument of Government, one of Sweden's fundamental laws, and that it would not contravene international conventions that Sweden has signed and undertaken to follow.
The main rule would, according to the proposals, be that a permanent permit is revoked and the person is instead tested for a temporary one.
There should also be a way to retain the permanent permit by applying for Swedish citizenship and meeting the requirements for it.
