The talks are being held at the request of China in connection with Pakistan's Foreign Minister Ishaq Dar traveling to China to meet his Chinese counterpart Wang Yi, according to a senior Pakistani security official.

Another Pakistani source says that "The meeting aims to lay the foundation for a full-scale dialogue" between the warring parties.

Pakistan accuses the Taliban government in Kabul of failing to act against Afghan extremist groups that regularly carry out terrorist attacks in the neighboring country. Pakistan's demand that Afghanistan take action remains, according to the sources.
