In care - such as personal assistance and LSS housing - Ivo has revoked permits for 104 inappropriate activities.
Despite the fact that supervision has been intensified, inappropriate actors remain a continuing problem, the authority says in a press release.
Ivo therefore points to the need for, among other measures, greater ability to identify and track people who appear in multiple cases.
