The law is based on a "yes is yes" model, writes NRK. The club's law means that anyone who has sexual intercourse with someone who has not given consent, either verbally or through actions, can be sentenced to up to six years in prison.
The proposal is met with both praise and criticism. NRK has spoken with lawyer Mette Yvonne Larsen, who describes it as an "activist proposal". She fears that the number of rape reports will increase exponentially.
It means that it will be punishable if someone tries anything, whether in marriage or in other relationships where you haven't asked for a yes first.
Sweden, Denmark, Iceland, and Finland have all introduced similar consent laws in recent years.
In the Norwegian legislative proposal, it is also recommended that the current minimum sentence of three years' imprisonment for rape be abolished, writes news agency NTB. According to Justice Minister Astri Aas-Hansen, this means that the courts will have more freedom when determining sentences.
